It was noted that adoption of the draft resolution is explained by intricate situation on the construction and housing investment market.
People’s deputies provided numerous facts of abandoned and unfinished buildings both in Kyiv and the whole Ukraine.
Committee members stressed that there are a number of acute issues: violation of rights of state and commercial developers and natural persons that invest into housing construction and inactivity of state bodies and local self-government bodies; and irresponsibility and improper reaction of law-enforcement structures during violation of rights of developers and natural persons that invest into housing construction.
Parliament members believe that effective work of the Commission should establish mechanisms of protection and prevention of violation of investors’ rights.
Apart form that, Committee members believe that Commission should reveal gaps in national legislation in this sphere, eliminate legal collisions and refine legislation.
People’s deputies believe that establishment of the Temporary Inquiry Commission will allow investigate each fact of violation of rights of state and commercial developers and natural persons that invest into housing construction, as well as elaborate and refer for consideration by the Verkhovna Rada suggestions regarding amendments to current Ukrainian legislation in the part of preventing violation of rights of both developers and natural persons-investors.
